English Learners/Emergent Bilinguals (EL/EB) continue to need targeted, intentional and asset-based programs and instruction to succeed in our schools.   Findings and recommendations from the fourth in a series of reports based upon an analysis of LCAPs from districts with high percentages or numbers of ELs will be presented.  When  LCAPs, the data dashboard and the system of support do not shine a light nor detail how districts and schools address EL/EB needs, then changes to our accountability system must occur. Tools and resources will be shared to assist district and site administrators to develop their LCAP and other district plans centering the academic, language and program needs to support English Learners.
